Put olive oil in a pan, saute with onions, carrots, and salt over medium heat until onions turn pink. Add ground meat and tomatoes, stir them occasionally for 5 minutes. Add English peas and 2 cups of hot water. Cover and cook over medium heat for 20 minutes. Remove from the heat and serve.
